What Is OPI-M and How Can It Help?

Many people want to stay in their own homes as they get older or if they live with a disability. But sometimes, you just need a little help with everyday things. That is what Oregon Project Independence Medicaid (OPI-M) is for.

This new program started in March 2025 and helps Oregonians get in-home care and support services. It is part of Medicaid, but it is much easier to qualify for because the income and asset limits are higher.

Who Can Get Help?

To qualify for OPI-M, you must:

  • Be 18 or older
  • Need help with personal care such as bathing, dressing, or walking
  • Make less than about $5,217 a month (for the person applying; your spouse’s income does not count)
  • Have less than $94,523 in assets (this includes things like savings, but not your home)

You do not have to be low income to qualify. OPI-M was made for people who earn too much for regular Medicaid but still need help at home.

What Kind of Help Can You Get?

If you qualify, OPI-M can cover up to 40 hours of care every two weeks. Depending on what you need, services can include:

  • Help with things like bathing, dressing, walking, or using the bathroom
  • Home delivered meals (up to two per day)
  • Adult day services where you can spend the day in a safe, social setting
  • Emergency response systems for safety at home
  • Nursing support to help you or your caregiver manage your health

Other services may also be available, such as:

  • Chore help like heavy cleaning or yard work
  • Home changes such as ramps or grab bars to make your home safer
  • Medical equipment or supplies you need at home

How Much Does OPI-M Cost

There is no cost to you. OPI-M services are completely covered by Medicaid.
There is also no estate recovery, which means your home and belongings can still go to your family after you pass away.
